Did you ever find an answer to this? I just noticed the same thing. I have a feature service hosted locally with ArcGIS Server. When I look at the statistics they are incorrect. The 'number of values' may be the culprit. Seems like this should be the same as the number of features in the layer but it is quite a bit higher. This is a pretty serious bug. It trickles down to Ops Dashboard widgets.
