ArcMap - "is an invisible group also the same as an invisible layer"

Our Assets group have asked that we get an opinion on if this is a bug or not in ArcMap 10.2+ selection behaviour.

 

We have map documents that have groups of layers.  This only occurs if the layers are in groups.

 

If I select a feature in a Map view graphically in layer A then toggle its Group visibility off, then select another feature in another layer B in a different group the previous feature remains selected.

 

And yet when I repeat the selection a feature in a Map view graphically in layer A then toggle its Layer visibility off, then select another feature in another layer B in a different group the previous layer A feature is this time unselected.

 

This initially would seem to be inconsistent.  The default Selection Options>Clear the selection for invisible layers when a new selection is made is checked.  The question would be, "Is an invisible layer also the same as an invisible group"?
