I have a general question on projections and reprojections. Can I ask it here or is the discussion simply related to ArcGis alone ?

Anything you want. People here have a wide range of knowledge on many, many different topics. I suggest you find an appropriate group within GeoNet to help narrow your audience, depending upon the question you wish to ask. You will get far better feedback in doing so.
The GeoNet Resource Hub discussion space should be for questions about GeoNet itself, not specific applications.
For projection questions, you can try Coordinate Reference Systems or map projections Which are both "places/spaces" within Geonet that are more related to the question you want to ask.
THe GeoNet Resource Hub , where you are now, is more for asking questions about GeoNet.... Which in your case, you were. You can mark this question as answered. Marking Content and Replies as Correct or Helpful Or you can edit this question (must be outside of the mail inbox to edit) and then Moving Content to a new place.

GeoNet Community Structure IS a better place to see your options for posting. Also, post one (not in multiple places) and you can share with the related places to get more viewers/responders. Also, make sure to include tags. Those help others see you question too.
