PostgreSQL and ArcGIS Advanced License

I'm attempting to access my PostgreSQL database using ArcGIS. I have gone through all the tutorials online and moved all the files that it says to move. I can make a connection to both my local database (running on my windows 7 pc) and my external server (running Ubuntu). I can see the data and load it into ArcMap. But I cannot edit any of the data, and I can't create tables.

Is PostgreSQL compatible with ArcGIS products without an ArcGIS Server license?

Here is the error message that I'm getting when trying to create a table in ArcCatalog:

I also looked into the "Enable Geodatabase" but that seems like I require an ArcGIS Server license.

If I have to continue to use QGIS to edit my data, that will be ok. But I would really like to be able to view and edit my data in one program! Thanks ahead of time to whoever can offer help/advice.

Extra Notes:

  • postgresql version 9.2.2 on local windows 7 machine (and I don't care if I get this working, just started this to test)
  • postgresql version 9.3.6 on ubuntu server
  • Using ArcGIS 10.3.1
  • PostGIS 2.1.3
