The Georeferencing toolbar places control points by itself...

We have a new Desktop Basic 10.3 installation. While georeferencing, the desktop starts to put control points by itself.

E.g. the user clicks source point, the desktop automatically adds target point slightly shifted to the source point.

This starts after 2-3 points. Another symptom is that instead of residuals the system writes "n/a". Switching between transformation types bring residuals back.

The georeferencing is in manual mode. We tried the same with Standard - no problem. Mouse hardware failure was eliminated by replacing the mouse with no results. Is it an installation problem? Did somebody experienced this?
