How to develop arcgis application in hindi language

I want to develop arcgis application which which show all attribute label and field values in hindi language

I'm not a developer, so I could be wrong, but I do not see Hindi on the list of languages. ArcGIS 10.1 SP1 language packs now released | Support Services Blog I believe there is a place that people can put items like this that they would like to see in future versions.
