You mention data and you mention "foto" in a layout.
If you want to switch in and out different raster data I think you would have to automate that, probably using python or other code.
If you want to switch photos in a layout picture element you can do that through the picture element's properties dialog. For that you will need an attribute in the DDP index layer's table that specifies the path for each picture.
