Slow performance when starting/stopping AGS Service (Offline)

Hi!

 

We have an deployment situation in our organization that demands our ArcGIS Servers to be offline/protected from internet access. Our enviroment is WM Ware (virtual machines) and Windows Server 2012 R2 Standard. We use ArcGIS Server 10.3.

 

When i do the same install procedure at home (with no network at all in my computer) ArcGIS Server runs very fast and with no problems at all. But on my machines at work it takes about 1 minuter or 1 minute & 30 seconds just to restart the esri test service.

 

The network-specialist in my organization says that they get a lot of request to various websites when stopping or starting a AGS Service. Typical requests are ArcGIS.com and Amazon sites.

 

To get around this I tried with removing our DNS-server config. on the servers and that was the trick. Without DNS, AGS Services can be restarted in notime.

 

The problem seems to be that ArcGIS "thinks" the the server is online when dns is activated and tries really hard to connect to varoius websites. I can't run my enviroment without DNS. Without DNS I can't use windows AD-accounts.

 

Has anyone encountered this before and have a clue to how to resolve this?

in http://downloads.esri.com/support/downloads/other_/1031-IssuesAddressedList.pdf

is reported the BUG-000085232, that seems to address and fix that behaviour.
