System and Utilities services fail to start,

Despite the fact that the status of the ArcGIS Server is “running”, the System and Utilities services fail to start.

As it is restarted, the error below is generated

“ERROR: Server machine 'JAMAL-DELL2' is currently being configured by another administrative operation. Please try again later.'”

What might be the issue here?
