Symbolize based on Column Color RGB value -Arcmap 10.2

Looking for best way to symbolize newly imported layers quickly according to a "COLORS"  column. I use a stand alone program that runs plume models that exports the layers out to a .shp file.  The layers need to use the specified RGB values given. Thanks, for any suggestions.
