Point Density

I need to make a map showing the relative density of the number of doctors within walking distance (0.5 mile) as compared to the population density.  I can't seem to find the right tool to use.  I tried using the point density tool, but I don't think is what I am looking for.

I have a shapefile with point locations for health centers with attributes showing the number of doctors at each location.  I would like to make a layer that looks something like this http://www.rockware.com/assets/products/193/features/429/1408/arcgisspatialdensity1b.gif showing rings around each point with the number of doctors within walking distance. 

I also have the population by block, from which I can derive population density.  After I get the doctors within walking distance layer, I need to compare it to the population density to see if there are areas not being served adequately.  HELP?!?!
