I'm using ArcGIS 10.2.2 in Win7 and have never been able to import or update metadata. I've tried on two different machines and each gives its own unique laundry list of error messages.

On one machine I have:

The process did not execute because the precondition is false.

Error [InvalidForOne]: fragment[MD_GridSpatialRepresentation] clause:  for-one clause: em:numberOfDimensions(v:Subject, v:String) <numDims>

Error [InvalidForOne]: fragment[MD_GridSpatialRepresentation] clause:  for-one clause: em:transformationParameterAvailability(v:Subject, v:Bool) <tranParaAv>

Error [InvalidForOne]: fragment[MD_Georectified] clause:  for-one clause: em:checkPointAvailability(v:Subject, v:Bool) <chkPtAv>

Error [InvalidForOne]: fragment[MD_Georectified] clause:  for-one clause: em:pointInPixel(v:Subject, v:Code), v:CodeList = gmxRes:MD_PixelOrientationCode CallTemplateNode:5914235

Error [InvalidForOne]: fragment[MD_MaintenanceInformation] clause:  for-one clause: em:maintenanceAndUpdateFrequency(v:Subject, v:Code), v:CodeList = gmxRes:MD_MaintenanceFrequencyCode CallTemplateNode:53228120

Error [InvalidForOne]: <QuanResult> for-one clause: em:valueUnit(v:Subject, v:Object) <quanValUnit>

Generator had errors.

The other computer's errors are in the attached Word file.

This process used to work really well for me in other versions of Arcgis.
