One of the requirements of using WAB is that you have an AGOL account. If you are current on your ArcGIS maintenance then you have a AGOL organizational account already. If you are not current on maintenance and do not have an AGOL account then you will not be able to use WAB (esri provides apis and apps like WAB for esri customers).
