Hi Brad, there's several ways to approach this. You may want to separate your maps into multiple pages, or use inset maps to be able to zoom in to areas with a lot of labels. Also, you could convert your labels to annotation by right clicking the layer in the table of contents. If you do that, you can edit and move each one individually to wherever you choose. A third option is to use Maplex labels, if you have an advanced license. Maplex labels are a lot more versatile, with more options to play with. You can read more about it here: ArcGIS Help 10.1
