Hmmm, seems ESRI have dropped the older versions from their download site.
The download option on ArcGIS for Developers only goes back to version 3.0.
Maybe try your local ESRI rep.

Thank you Owen, but I am interested in the complete SDK since it comes with the documentation as of that version.
ESRI can you please re-add all JS versions of the SDK for download? & Thank you.
Sidenote: I posted a similar diatribe on the GeoNet forum... Sorry for the flame but here goes.. Personally, I would say the new site design and forum are... not an improvement. The old site was good, and had good interface and navigation. Like Apple.com for example. The new site is.. not as good as the old site, to my use pattern. I truly hope ESRI adjusts course a bit on the radical website redesign. And I mean well because the ESRI dev team, forum staff, and support staff, and of course user community, are all awesome, and I've learned almost everything I know from here. I just wish I knew where everything was still on the site! I'm trying to adapt but it keeps changing and seems inconsistent so far between different pages and areas of the site. My 2 cents, I don't mean to derail my own thread. Hope ESRI reposts the old APIs.
Documentation for an API version is important as the live docs keep pace with the current version it is tricky to locate older samples. I agree that ESRI should have them up somewhere - maybe an archived downloads site.
My experience with the new site was ?? then !!. But it does grow on you eventually.
Owen, yes I agree I think the site is improving over time, things are getting added back and I'm learning where content is. Personally I still feel it is less "clean" and organized. But yes, I always thought it would be nice if we had as simple dropdown menu in the Documentation for APIs that let us select the version of the API to view Docs for. They are all there. It's just you have to download SDKs for each version to view. Just throw it all onto the web dir and link to each one with a dropdown, hey even I could do that. Just a thought..
