Disallowing “publisher” user of the ArcGIS Server to overwrite existing services,

I’m not sure if there is a way to disallow “publisher” users of the ArcGIS Server to overwrite existing services that are published by “administrators” users.

If such option is not there, then how any “publisher” user can “overwrites” ervices published by the “administrator” users.

What I need here is some setting to disallow the “publisher” user of the ArcGIS from overwriting services published by the “administrator” users
