Launching �??ArcGIS server manager�?� after the machine is formatted,


After the machine is formatted, I installed the arcgis server and got the two problems below:

1. Starting the �??ArcGIS server manager�?� is ending up with �??internet explorer cann�??t display the webpage�?�

2. After the �??ArcGIS server�?� is successfully authorized using the option �??software authorization�?�, the �??create new site�?� fails!

What might be the issue?
