Cached Tiles load slow occassionally

I have a cached basemap in use with my Viewer for Flex 3.5 application and the draw speed performance is rather unpredictable.  Even if no one else is using the application with the basemap, it will stall drawing.  Sometimes it is perfectly fine.  The issue mainly occurs when zooming in or out or panning around at the speed I normally do for any other mapping applications.  When I try googling for help on slow basemap loading I find I am supposed to cache it, but it is, it just seems to serve slowly. What is causing this issue, what to check, what am I missing?

Wondering if possibly if performance is affected since SQL continues to take up more memory even after setting the max on it.
