Growing winding streets in a slope

I am trying to grow streets in a slope with maximum slope constraints so that they don't rush straight down the mountain. To do so, I've started with the Wizard_Cities created with the Zurich heightmap, where I changed the altitude remapping to map the texture on a 0-2500 range.
Then I've tried to grow streets playing with the Grow Streets Environment Settings.
However, I don't seem to be able to grow streets matching my expectations. In fact, It would seem that I more or less always generate similar roads regardless of my settings:

What am I missing so that I get something more like that?
