Arcgis online cutting off extent / bottom half of map

I uploaded a map service from arcmap 10.2.1 desktop to arcgis online. the layer displays fine in arcmap, however, the bottom half of my map is cutoff on arcgisonline.

i understand that it will only show 1,000 features. however, the bottom half of the map won't show even when i'm zoomed in at a block level.
the north, east, and west side of the map works fine, it's just the bottom half getting cut off. to me, this seems like an extent issue, considering the streets are all cutoff south of mitchell st

any ideas?

In ArcMap for your map service, do you have the Data Frame "Full Extent" set to Current Visible Extent (see attached)?  I have seen this issue if I use this setting.

I don't think this is a display issue. I believe the service doesn't have features in the area. I tried displaying this layer in ArcMap, with the same results. ArcGIS.com sends the queries to the service, but the service doesn't return any features.

There may have been some error when creating the service that the features didn't get loaded properly. Interestingly, you must have deleted or unshared the service, as I can't access it anymore.

it works if i export the shapefile and upload it manually.
it doesnt work if i go to file --> share as --> service in arcmap.

heres an updated link with the working and non working street layers. you can see where the streets get cut off at the bottom of the map:

thanks, the dataframe was set to a custom extent. i changed it to "full extent" and the service published perfectly.
