Picture Labels with leader line from point without annotation?

The closest thing I have is using a line call out in the text background, then placing the picture in the line call out border. But the picture tiles throughout. Is what I am trying to do even possible without adding graphics or annotation?

^ This is what I want my final labels to look like. I used annotation to do this.

Any solutions? Any tools out there?

Works great you can convert it to annotation and move the pictures around just like google earth labels.

Having some issues with the offset on the left side to match with the logo as seen below:

Hey Brian,

I had the same problem in the mapping featured in this post�??s image. There�??s not too much you can do. I played around with the end cap types in the symbology of the leader lines I used. Another thing you can do is calc a field to offset certain features only to the right or only to the left and offset the marker symbol accordingly so that you don�??t get the overhang. Bottom line is that it�??s a little tricky and takes trial and error.

There may be a more graceful solution but that�??s what I�??ve got off the top of my head.
