Add User / Manage Role inoperable with SDE service

Do the 10.1 Add User / Manage Roles not work through an SDE application service connection?

  When using a regular direct connection to our database, these tools work perfectly.  When we attempt to use them with the SDE application service connection, they give an error message in the database connection input box. It states that this tool only works for oracle, sql server, and postgres databases.
