ESRI Basemap Printing at Inconsistent Scales

I've been having issues printing maps with ESRI's basemaps, particularly the Light Gray Canvas.  They look fine in ArcMap (10.0 SP3), but when printed or exported to pdf there are areas where the basemap draws at a different scale making streets, street names, and other features a different size from the rest of the basemap.  The results are unusable.

The problem seems reduced or eliminated with hardware accelleration enabled, but not everyone in my department has a video card that supports "HA".  I have a 1st gen core i5 cpu, 4 GB ram, and an ESRI supported nVidia Quattro video card with updated drivers, Windows 7-64bit.  Is this much power really necessary to properly render basemaps?

Has anyone else had this issue?
