(Again) reclassification problem!

I�??m not sure why the �??reclassify�?� tool doesn�??t see all values of the input cells of a particular raster!

The screenshots below show how the Arcmap has a problem in �??seeing�?� the cell that has the maximum value! What might be the explanation for this?

Why do we need manual work to adjust the precision? Why this is not automatically done by the Arcmap? Do we still have this problem even in ArcGIS 10.1?
