ArcGIS online bug

When attempting to use the ArcGIS online (since I have to, being on a Mac) I found shape files in .zip to add as well as layers from the ArcGIS Online database (north dakota transportation, etc.).

When all are selected, the only layers which show up are those I added from file (see attachment), not the NDGIS Hub layers I added.

Alternatively, when veiwing the map under "My Contents", it shows the layers which I can not see while opening the Map (north dakota transportaiton, etc.)(see attachment).

Can anyone tell me whats going on?

Also, how can I add a .xml (for example "iso19139.xml") to the arcgis online?

I found a few of the same NDGISHub layers and was able to add them and view them in the map. These are services are hosted by the state of North Dakota. It may have been that the services were not running when you accessed them.
