Filter (definition query) created for one way replication not working!

I created a one way replication from a production gdb to a public gdb and used a filter.  The filter is Audience = 'Public'.  I wanted to test making an edit to a feature (Audience = 'Private') and see if the filter was re-applied.  It wasn't.  The attribute changed but the feature persists in the child.

What gives?

Help says, "For two way and one way replication, the filters and relationship class rules that were applied at creation are also applied to determine what changes to synchronize. Changes outside the filters and relationship class rules are not synchronized."

Should I use two-way?
