Can't see attribute data via click on layers and layer package

But a click on af shape file layer or a gdb featureclass layers opens a window containing attribute data!
Why this difference?

For the identify function to work with layers and layer packages, you will need to check an option to show this in the layer properties in ArcGIS Desktop. (shown in the screenshot) This additional step will allow you to control how the attribute dialog box appears in ArcGIS Explorer.
