I really like some of the new abilities like being able to add image service elevation layers (fantastic).

But I've still got a problem that was in 1200 and I don't think was in 900.  I have complained about this before in 1200.

When you zoom in to a map service there is a scale below which the symbology stays the same size.

See attached images.

One ending in 24 is zoomed out.  One in ending in 41 is zoomed in.  Note the overlaying map service stays the same size...

There used to be a scale you could pick for your layer to draw at....  it was confusing and not for the non-gis type of people to use but it looks like it has been made automatic and there is no override.

What type of content is that in the map? If it's a map service, is it a public map service that I can try out?

I just tested one of the services from ArcGIS.com (the NHSS natrual hazard service at http://rmgsc.cr.usgs.gov/ArcGIS/rest/services/nhss_haz/MapServer) - I was below 1:100 before I hit any kind of reference scale which would seem reasonable to me, although I can understand that as a GIs user you would like to be able to determine that. To figure out what scale you're at you can use the Zoom to Map Scale Add-in: http://www.arcgis.com/home/item.html?id=b2814df318ad4b3482cf05ce62db1967.
