On the historical wind data from CLIWOC, layer package and as web map, I used maritime agencies' look-up tables to attribute direction and force.
In Desktop, however, I had to apply a formula (360 - WindProbDD) to orient arrows correctly, whereas as web maps they post correctly as-is*.
Has this happened to anyone else, and if so, do they know why? I'd like some feedback before I post this as a bug on the Resources site.
*: that was a relief, as posting advanced labels fail in AGOL, and they can be restored by editing the attribute for orientation, but sans formula.
