Try building an ephemeral topology with the appropriate rules specified. This will allow you to detect coincident points and overlapping lines when you validate the topology. Once you have cleaned up your data, delete the topology.

Do you have to use ArcObject?  Why not try the Find Identical GP tool?  And there's another GP tool that will remove duplicates, Delete Identical GP tool.
