Can I Access Other Services on ArcGIS Online Using an Active Directory Organizational Account

I am the administrator of an organizational ArcGIS Online account, and my users want to access other services on ArcGIS Online that do not belong to my organization.

For example:

US Historical topo maps:

https://www.arcgis.com/home/signin.html?returnUrl=http%3A//www.arcgis.com/home/webmap/viewer.html%3F...

This is a map service provided by ESRI where a user must have a subscription to view it. My users have an ArcGIS Online subscription using our active directory (federated service), but if they try to access any other ESRI service on ArcGIS online, it does not recognize their username or password.

Is there a way for these users to also access services on ArcGIS Online without issue them a username and password that is not linked to our organization's active directory? It would not be beneficial to have to issue 2 usernames and passwords to many of my users.

If your users are part of a subscription, they should have access.  Instead of using the URL you provide above, try searching for the item. The URL to the organization is different from the general arcgis.com site, thus you get challenged to sign in (however, if you sign in, it should just work).

When searching, the user will need to check the box to search outside the organization. Also, your organization will have to allow searches outside the organization (check settings on My Organization, Edit Settings button. Then look at Security tab.)
