My published services are stopped, and I am not able to do anything with them (start the service, overwrite, or delete it); when doing anything of this, the following error appears (in the screenshot).
Do you have another administrative connection to ArcGIS Server open from another machine? I don't think that should matter but try stopping and starting the ArcGIS for Server service in the Windows Services console.
There is NO other administrative connections, my machine is not connected with other machines. I stopped the service and started it, but nothing happened
