Need to develop an Map with an Overlay and infowindow

Hi,

I am trying to develop a map with overlays for some hospitals. and when the user clicks on icon, it opens a pop up window with description. I was surfing for ARGIS but didnt see any thing on the same. Attached is the screenshot which i am looking for.

Is this possible and if yes, can somebody provide a sample from the same.
