How to construct a decision tree using Con statement for landcover?

Hello, Can you please show me how to construct the decision tree for the attached land cover classification. I assume it is nested Con statement, but i am confused on how to write the statement.

The examples down the bottom may help, particularly example 4 which shows nested Con statements and also using multiple conditions.

For more specific help, you will probably need to supply a better image of your ruleset, or explain it briefly - that image is very small!
