Viewing the Server Manager

I'm attempting to publush/update services to a GIS server that i have been using for several years.  Recently when I attempt to do so, the page does not open correctly, or should I say, to it's full extent (see image).  I'm using IE9 and do not have permissions to use other web browsers. 

Can anyone help me figure out the issue I'm having and how to go about fixing it?

Try to enable the compatibility mode on your browser, (the broken page icon next to the certificate error).

This is a problem with internet explorer enhanced security configuration. It will go away if you disable that feature. http://blogs.technet.com/b/chenley/archive/2011/03/10/how-to-turn-off-ie-esc.aspx
