Links in HTML Pop-ups

I have been struggling with this issue for several days now. There are a few threads with similar questions but none of the answers have really helped me out. I am trying to include a link to a PDF with additional information on a building in my map. Ideally I would use relative paths since this map will eventually be passed on to another computer. I understand that I could use full paths and then have the end user replace the beginning of the path in Access fairly quickly (this is how I have it in the screenshot). I have "Support Hyperlinks using field:" checked, and have chosen the "test" field within the properties. When I use the hyperlink tool, the link works. The big challenge is how to I make a clickable link within the HTML Popup to the PDF document. I have used HTML to include an image that is on the hard drive, I just can't figure out why I can't do something similar for a PDF. Is there another method I haven't thought of?

Any help would be appreciated.
