Line in Polgyon - Raster format

Hi There,

For a uni paper we are asked to select possible landfill locations using some specified criteria. We do the process once with vector and again with raster.
I am stuck on the final step of the Raster method.

I have some separate land areas, now from these i need to select only the areas that are accessible by road (i.e in this case the road raster has to intersect with the area for it to meet the criteria). This is where i get stuck
Due to the nature of raster being cell format, I cant for the life of me figure out how to select an entire area of cells based on whether a few are intersecting with a road.

In the attached image ive give a brief drawing of what i mean, the green area represents a bunch of road cells and the purple represents a bunch of suitable land cells. I need to somehow select the whole purple area around each road and discard where no road cells are present in the area.

the catch is we are limited in the tools we are allowed to use:

Map Algebra/Raster Calculator
Region Group

is it possible to accomplish this with only these tools?
