Does anyone know why the transformation parameters for NAD_1983_To_WGS_1984_5 are opposite in sign to what is published in Transforming Positions and Velocities between the International Terrestrial Reference Frame of 2000 and North American Datum of 1983 by Soler and Snay and on the NGS website (http://geodesy.noaa.gov/CORS/coord_info/coordtrans_no_support_tables.shtml)?
In ArcMap v 10.0 SP4, this is what I see in the Geographic coordinate System Transformations window:

The signs are opposite of what is published. I looked up the parameters for other transformations, such as WGS_1984_(ITRF08)_To_NAD_1983_2011, and they match the published values.

Directionality. The website has ITRFxx (aka WGS84) to NAD83. The OGP Geodesy subcommittee (aka EPSG), when they added this transformation to the EPSG Geodetic Parameter Dataset, defined it as NAD83 to WGS84 (5), so all signs of the transformation had to change. Esri added the later transformation, WGS_1984_(ITRF08)_To_NAD_1983_2011, and matched the directionality as given.
Disclosure: I'm on the OGP Geodesy subcommittee, but I think they added that transformation before I joined.
