Identify widget 2.1 no results

No results when I try to identify anything from the Meter feature class. It works for everything else in the current map, although if I create a new test map, it's not working for other layers in new maps either. So it may or may not have anything to do with that layer...? I'm looking to find out what kinds of things may cause this. It should be the last item on the list. Here is the config for the widget. I also attached the file if that's easier because this is long:

What I see right off is the URL used for the last layer:
*-gis.norwalk2ndwater.com:6443/arcgis/rest/services
VS all the other urls do not contain the port number.

Unfortunately, changing the URL did not help. New services will not work, but existing ones with seemingly identical configuration do. I ended up changing that site over to using popups. I'm wondering, what benefits does the Identify widget offer above the popup widget as they currently stand?

Actually very little if you are able to configure the popup in a fashion that suits your needs. This is actually why esri does not have a Identify widget as popups are intended to meet the need.
