We’ve just been notified from our development team that there is a critical bug in the
"ArcGIS 10.2.1 Utility and Telecom Update Patch” for Desktop, Server, and
Engine. This is a serious enough bug that we are removing the patch from
the website and recommending that all users who have installed it, uninstall
it. We are in the process of notifying the account managers who have
utility and telecom customers who are likely to be effected. As soon as this bug has been fixed, we’ll send out another notice.
