That could be a possibility, but I did notice that you also have a Tile Cache that validates. Do you have anything hosted in that Data Store?

OK that makes sense. Do you know if the public server is secured with IWA or any other form of authentication?

Do you have access to the internal port 6443 of public.co.wasco.or.us? We may want to try using that inside the parameters instead and see if the results are the same.

At this point I would recommend opening a Technical Support case so that an analyst can take a deeper dive into your environment to see what may be happening. Here is the site when you can create a case: Esri Support Contact Support

Hello Michelle, I would agree with Jake's assessment and would also recommend that you federate your ArcGIS Server with a Portal for ArcGIS. As a side benefit to this setup, with Portal for ArcGIS you do not have to rely on AGOL to create your Web Maps. You will be able to create them with your on site Portal. Also for more information about federation and what it allows your Portal to do you can read our documentation: Federate an ArcGIS Server site with your portal—Portal for ArcGIS (10.7 and 10.7.1) | ArcGIS Enterprise

Hello Andre, It may be worthwhile to restart the machine if you have not already. If that has already been done maybe you can try extracting the setup files to a different hard drive if you have one other than the C Drive. If that does not work then I would consider opening a case with Esri Technical Support and they can dive a bit deeper into your environment.

Hello Mike, I read from your previous post that you cannot see the IIS splash screen when going to https://localhost. Would you be able to check and see if you have a binding set for port 443? The steps to check this are as follows: Open IIS Manager Expand the first properties location on the left until you see Default Site Click Default Site On the right hand side of the IIS Manager click Bindings
