I have been running an ArcGIS Server 10.3 on Amazon Web for over six months and in the last week I have noticed a change when I try to publish a map service.  Because of security in our organization, I create a service definition file locally that links to an Oracle enterprise and then I copy the .sd file to the map server in the cloud and publish service through ArcGIS Server Manager.  I have successfully ran through this process many times but last week when I tried to publish a new service, in the first window of the "Publish Service" process where I choose the service definition file, I now see a jsontoken reference at the bottom of the pop up window.  When I do choose a file that is on the map server directory and select NEXT, I now see a notice that says "Please wait while the service definition is copied to your server..." and then it thinks for a while until manager times out.   I have not changed my publishing process but I have never encountered this information or behavior until the past week.  I know Windows OS patches have been installed but I wouldn't anticipate the operating system interfering with the ESRI Server Manager although I could be wrong.  Has anybody else experienced this issue and have you found a way to work around it? ... Bring back the capability of using basemap services within a map service.  We built an application using ArcGIS 10.0 using this functionality and are in the process of developing the next version of our application; however, this issue is becoming a roadblock for us.   Hosting the raster/tiled layers is not a viable option for us due to cost, maintenance and security reasons. Our business need is to be able to create (on demand in a secure custom application) map images that composite local vector data with remotely hosted/served raster/tiled data. For example, a boundary polygon on top of satellite imagery or soils data. There are several remote datasets that we do this with from various vendors/partners. And due to heightened security, we are unable to use ArcGIS Online and other services once the map service has been published by our map server.   Our business need is implemented in our application using standard functionality in 10.0 (and previous incarnations of ESRI map services). We use ArcGIS map services that include both our local data and the remote data sets. To generate the images we use ESRIs flex and javascript APIs which use the image export functionality of ArcGIS services.   The critical issue is the need to create map images with data that we only have access to via other services (ArcGIS sevices, wms services, etc.), because as mentioned it is not feasible for us to host all these data ourselves. ... We have built an application using ArcGIS for Server 10.0 with map services that incorporated ESRI (and other) basemap services and we are preparing to upgrade to ArcGIS for Server 10.3.  The purpose of these services is to be able to create map images for html and/or PDF files that display these basemaps + our vector data as a static image. In 10.0 we do this with a single export call to the REST service endpoint. As an example: https://arcgis.host.com/arcgis/rest/services/our_app/our_app_reports/MapServer/export?size=360,264&bbox=-93.22142724999999,42.252681800000005,-85.91755375000001,47.550638199999995&layers=show:6,15&format=jpg&imageSR=102100&dpi=96&f=image&transparent=false&bboxSR=4326&layerDefs=6:filter_id=1 and id = 300716 where layer ID 6 is a a locally served vector data layer of states, and layer 15 is a service layer (in this case, the ESRI satellite imagery) When we attempt to create the service definition files for 10.3 map services, we can't have embedded services within a map service.  So, we are unable to create these static, composite images with services as a mix of service based layers and local data. This is critical functionality of our system, and needs to be replicated with 10.3. Neither our use case nor our security posture allows use of tools like ArcGIS Online to create such composite images. How do we create composite images from local & remote data in 10.3?
