I had this similar requirement from users and I ended up building REST service Using sharpKML. I was told by ESRI representative that currently the LayertoKML gp service does not support Draw Widget graphics.

Have you tried using http://tasks.arcgisonline.com/ArcGIS/rest/services/Geometry/GeometryServer/project instead. You need to replace https with http or enable ssl for your local host to access https geometry service

I'm aware of it Robert. But if I recall correctly the download option was available in Beta web app builder. I use Microsoft IDE for all my development effort and it would be nice to host it on iis so as to be able to explore custom widgets
