I know in 10.1 this was sometimes due to application pool being set to 4.0 .net framework. Check that and switch to 2.0

Are you using Web Adaptor? If so, in II Manager, check Authentication - it should be set to Windows and Anonymous disabled. IS SSL functioning? Are you using self-signed or CA certificates?

When I had that error, it was resolved by switching browsers. But you already did that. Also make sure you clear the cache and cookies for whatever browser you are using.

Do you have FME installed? If so, choose the Software FME product 'FME Integration Console' and extend the FME product to use ArcGIS. Also take a look at the log file. Go to a command prompt, type: CD C:\Program files\ArcGIS\bin In the bin folder, type arcmap.exe /log This should create an arcmap.log file in your \bin folder. This log hasn't always been helpful to me, but once in a while it gives a clue.

I've had good experience with support. True you may get someone inexperienced sometime, but all you have to do is request the issue be escalated - then you get a senior analyst. Actually now, I pretty much just post questions on the Forums. Either a forum member will help or I'll get a senior ESRI analyst or an ESRI developer.

If you go to /argis/server and do a stopserver.sh then startserver.sh - does that help? My gut feeling is to uninstall/reinstall but maybe somebody has a good idea.
