Go to ArCGIS Administrator. Click Desktop. Select Advanced (ArcInfo) Single Use, then click Authorize Now... Follow the prompts, enter your EVA number when prompted. If still problems, you may have to go to http://www.esri.com/software/landing_pages/arcgis/desktop-ed.html Select I have an ArcGIS Education Edition authorization code, click the arrow then enter the code. Once down, repeat above steps.

You did not state your Identity Provider, but this error usually occurs if there is a problem with the certificate or if encryptAssertions is enabled. If still having problems, let us know what Idp you are using.

Updating the license for enterprise geodatabases at 10.1 - See more at: http://blogs.esri.com/esri/supportcenter/2013/06/04/updating-the-license-for-enterprise-geodatabases-at-10-1/#sthash.sAYgDzzy.dpuf I believe it is best to upgrade the database.
