First locate the tool Select your feature class and your projection You may pick your projection from the lists or you may import from another feature class. To import from another feature class click the arrow next to the the globe(highlighted in yellow in the following snip) then click import.

In this case <> means does not equal. So if "OWNERNAME" does not equal 'S_HOUSING' AND "OWNERNAME" does not equal 'HOUSING ASSOCIATION' when both queries evaluate to true then select it.

At 10.2 Make query table has a bug. Not sure what version your working with, but try removing the quotes from your field names.

The logic is simply formatting the query correctly to make the query work. using the AddFieldDelimiters ensures the field names gets the proper characters around them.whether it is a feature class from a file, personal, arcgis server geodatabase or a shapefile.
