Hi, your case is interesting. in your logs...there are only "warning" messages regarding "DEFAULT" keyword defined in your dbtune. if possible can you fetch out the lines from the sde_setup.log were it has the actual failure messages ? and the snapshot you have provided does not indicate that you are facing a "privilege issue". Thanks,

to compliment what nidhin has stated, you need to authorize your Geodatabase. To do so you can refer the following link for updating the license key starting at ArcGIS 10.1: http://blogs.esri.com/esri/supportcenter/2013/06/04/updating-the-license-for-enterprise-geodatabases-at-10-1/

Currently I can run: C:\>sdemon -o info -I users -s <server name> -i <service number> ArcSDE Instance 5192 Registered Server Tasks on s0140404 at Mon Mar 10 13:12:06 2014 ------------------------------------------------------------------------- S-ID User Host:OS Started But using the Geodatabase Administration dialog box with a regular user that is schema owner but not SDE owner I can not see the "Connections" tab. as vince mentioned, "SDE" user requires more permissions and privileges then any other Oracle user, because "SDE" administer's the Geodatabase. i don't think other users should have the privilege to view connections hitting the geodatabase.

if you are using direct-connect, you can connect using "sde" user account through ArcCatalog and check the list of connections hitting your geodatabase (which is equivalent to sdemon -o info I users command). sdemon -o info -I users ------> is SDE command line that can be used if you install the ArcSDE binary on your database server OR install ArcSDE for windows platform on your local machine.

This morning our instance default version on land had a date of November 13, 2013 after a compress to state 0 last night by IBM. There is no custom code running in the compress, it is done using core functionality through ArcCatalog. However all of our updates since then are in place (meaning the database does not really reflect its state from November 2013). If anybody could give us a lead to pursue it would be very much appreciated. Thanks. did you check the "OS server" hosting the "geodatabase" time setting ? Also, you mentioned "ArcFM" ....are you using the latest extension of ArcFM with ArcGIS 10.1 ?

i am personally not aware of a tool. however you can use python script: http://resources.arcgis.com/en/help/main/10.2/index.html#//018v00000018000000 and you can use modelbuilder for automation.
