As @Nicholas-Furness writes this data is available via StreetMapPremium. The offline useable vector tile package of India that you are wanting is 1.2 GigaBytes in size. This Mobile Map Package available through StreetMapPremium also has a routing network and locators that account for 14.8 GigaBytes of its size.

WMS does not support offline use. Vector Tile Packages (.vtpk) and Tile Packages (.tpkx) do work well for offline basemap workflows.

It is a bit of figuring out what size will work best for your mobile worker. It could be that a sizing property that you are using for you symbol is resulting in the difference that you are seeing. In past releases, years ago, we did have a very noticeable difference in symbol size but it is much improved today in current releases. I created this https://www.arcgis.com/home/item.html?id=61e4e3c2dd94485f99fc0c9e6297aee3 using default symbol sizing. I set a reference scale for the map and for the layer with red symbol I turned off "Scale symbols" in the layer properties. In the screenshots I am viewing the map in ArcGIS Pro and Field maps at nearly the same scale.

Which version of ArcGIS Pro did you use to create the locator? and which version of the Native Maps SDK are you using? Then skipping ahead to a potential solution, there is an issue with Pro 3.1 creating locators that do not work in Native Maps SDKs 100.15. The ArcGIS Pro 3.1.2 patch addresses this issue.

That box is showing an estimate for the extent of data that can be taken off line for the chosen level of detail. This webpage shows the relationship between scale and level of detail. Zoom levels and scale | Documentation | ArcGIS Developers There is a limit to the number of tiles that can be taken offline lower LODs have less tiles, so larger extents can be taken offline. For vector tiles services the number of tiles is also dependent on density of data, which is not consistent world wide.. thus the box is an estimate of the extent.
