Sorry to reply so long after the post. I just happened to see this. Of course you can do as you mentioned and manually specify the spacing of a guide or even a set of guides by typing in the location or offset in that dialog box. That is a useful function for certain applications. To be clear, I did not post my original post because I did not know how to place a guide. I was posting it because the efficiency and effectiveness of being able to set the ruler increment, as we could do in ARC Map, was not implemented in ARCPro, and I think that is a mistake.

Hi Brooke, Not sure why the 1 key override is not working for you. I'm not aware of anything specific that would keep this from working. To keep the map frame extent fixed try setting a map frame constraint. Hope this helps, Tom

Yes, they are objects, however, as I stated before, they "live" in completely different spaces. Graphics on a layout page "live" in page space where the units are inches, points, etc... Map graphics "live" in map, or geographic, space which is likely to to have a map projection and the graphic may also have a reference scale attached to it - properties that do not make any sense in page space. The copy/paste procedure needs to take these differences into account. This is not a trivial thing to do.

You can apply definition queries to an index layer as requested in the original idea. The comment section has other suggestions that can be added as new ideas or connected to existing ideas. Additionally, the new thematic map series, introduced in ArcGIS Pro 3.2 may help with some workflows.

So I have run into all kinds of variations of issues with Layout templates (pagx) after upgrades. it doesn't matter if you're upgrading the client (ArcGIS Pro) or ArcGIS Server. Any geoprocessing services working with the PAGX will suddenly bomb. After trying to code around this in arcpy where all the sudden things we're spitting up errors - layer types start behaving differently or no longer have certain properties, and failing to find useful, comprehensible or accurate documentation for CIM (Cartographic Information Model) to exploit , I just decided to lie and cheat. Export your PAGX from Pro, open it up as XML in any IDE and switch the version at the very top from 3.1.x or whatever you're using to 2.7.0 or whatever the last version was that you were successfully using. Then save. "type" : "CIMLayoutDocument",
"version" : "2.7.0", Chances are things will miraculously start working, begging the question why this all has to depend on some CIM version. I find it impossible to keep up with ESRI releases these days, and am resigned to the fact they usually break as much as they fix. So, staying on a somewhat stable release for as long as possible has become a means of survival for me. If that sometimes requires desperate measures, so be it.

Not sure if you resolved this or not, but I just ran into this same issue in 3.2.1. I just wanted to share what I found. For some reason, "Feature Display Options" only appear for certain types of data that are symbolized a certain way. For example, I had some data symbolized as Proportional Symbols in my map, and for that symbology type "Feature Display Options" would not appear under the legend item. When I selected points that were symbolized with Unique Values the "Feature Display Options" would appear. The resulting limitation (that #Esri needs to figure out) is that if you have all of your legend items selected, and the "Feature Display Options" are not available for one of them, then the "Feature Display Options" don't show up at all. This appears to also be true for other dynamic options they have added to the Legend items.
