Convert the point you want to center on to a screen point, this will give you the coordinates in pixel space. Then substract/add 0.2*map.width from the X value and convert the point back to map units and use that to center on. Makes sense?

hmmm, too bad, as disabling tiling on an on-demand FeatureLayer is not possible. What surprises me though is that you see such bad performance. It shouldn't be a problem to serve 60 request (from cache) in a couple of ms. If you have control over the server it might be a good to look into some tuning on that end.

This is not supported in the publicly exposed API of the Bookmarks widget, you could however use a 'private' function to accomplish what you want.
